Russell Steven Waters, 75, of Cocoa, passed away on February 17, 2026. He was born in Miami, Florida to John and Dorothy Foglia.
He attended Coral Park High School. Russell was captain of the football team, and his teammates referred to him as, “Superman”, as he would often dive over the goal line for the touchdown.
Later, Rusty became a motorcycle police officer for Dade County Sherrif’s Department and went on to become a detective.
He was an avid hunter and gun collector, and the Everglades is where he preferred to spend his time – a true outdoorsman!
He spent many vacations with his sister’s family on Georgia’s Lake Lanier and Cape San Blas in Florida. His shrimp and fried oysters were phenomenal.
Later, he became a truck driver for Home Depot in Mobile Alabama where he met his second wife, Rochelle. To this day he remains the love of her life.
He is preceded in death by his son, Darrel, and niece, Dana. He is survived by his son, John; sister, Lia and her husband, Dan; and their granddaughter, Marin.
He was a stranger to no one and will be missed by many.
